Responsibilities of the Company's General Manager
I. Conscientiously implement and execute all company work resolutions, fulfill all economic targets assigned by superior authorities, and formulate the company's development plan and all work targets to be completed this year;
II. Directly report to the Provincial Water Conservancy Construction Administration, be led by them, and accept their assessment and evaluation;
III. Preside over the company's overall work, and be responsible for production and operation, project quality, financial status, and production safety;
IV. Organize and lead the company's functional departments in preparing and formulating the company's development plan, implementation rules, and specific work plans;
V. Establish a unified and efficient organizational management system based on the competitive rules of the construction market;
VI. Establish an enterprise incentive mechanism, promote corporate culture, and build a platform for employees to showcase their talents;
VII. Conduct performance appraisals for all employees, and directly evaluate and assess the appointment, dismissal, remuneration, rewards, and punishments of functional heads and other relevant staff;
VIII. Establish a systematic and comprehensive quality management system, guiding employees to foster an awareness of project quality excellence and brand recognition;
IX. Accept various reasonable opinions and suggestions put forward by employees. Form a modern enterprise management model characterized by scientific decision-making and democratic management.
Responsibilities of the Company's Party Branch Secretary
1. Lead all cadres and employees in implementing the Party's lines, principles, and policies, strictly abide by the national constitution, laws, and regulations, and resolutely execute the resolutions, decisions, and orders made by superior Party organizations and the bureau's Party Committee.
2. Lead all cadres and employees in diligently studying Deng Xiaoping Theory, the Important Thought of Three Represents, the Eight Honors and Eight Shames, and the Party's basic line, actively promote the construction of "two civilizations," grasp employees' ideological trends, strengthen political and ideological work, resist the influence of various erroneous trends and the encroachment of decadent ideas, bravely fight against various undesirable tendencies, and ensure that the workforce always maintains the correct political direction and strong work enthusiasm.
3. Lead and coordinate the relationships among administrative, economic, and mass organizations, regularly or irregularly organize and convene labor, youth, and women's meetings, listen to work reports, study and solve problems, and ensure that each department plays its functional role.
4. Focus on the Party's ideological building, organizational building, work style building, and the management and education of Party branches and members.
5. Vigorously promote the building of Party conduct and clean governance, educate Party members on abiding by discipline and laws, supervise and inspect company Party members in terms of policy implementation and compliance with discipline and laws, handle issues such as Party members violating Party constitution and Party discipline, and safeguard Party discipline, the authority of the Party branch, and the rights and interests of Party members.
6. Uphold democratic centralism, carry out criticism and self-criticism, maintain close contact with Party branch members and administrative heads of other departments, communicate and exchange opinions, support them in boldly carrying out work, and fully mobilize the enthusiasm of all parties.
7. Go deep into the grassroots, connect with the masses, conduct investigations and research, and solve practical problems.
Responsibilities of the Company's Deputy General Manager
I. Assist and cooperate with the General Manager in daily administration, be responsible for the company's daily business development and operation management; be responsible for collecting engineering bidding information and bidding work, and research and formulate the company's development plan for business and market development.
II. Assist the General Manager in supervising the rational flow of financial funds, organize the preparation of annual work, production, and operation plans, as well as cost, expense, and profit targets; directly report to the General Manager. Ensure that company management gradually achieves scientific, standardized, and institutionalized practices;
III. Sign winning bids, inspect and urge all company project departments to promptly submit management fees. Organize the preparation and timely report to the General Manager: monthly status of business contract signing and performance, and target completion.
IV. Oversee the Business Development Department, Finance Department, and the construction of the company's office building.
V. Complete other tasks assigned by the General Manager.
Responsibilities of the Company's Deputy Party Branch Secretary
I. Assist the Party Branch Secretary in managing Party affairs, organize employees for professional learning, inspect, and assess
the implementation of various company rules and regulations;
II. Organize the drafting and submission of various regulations and systems for the company's business and operation management, and the establishment of internal organizations.
III. Responsible for the preparation, organization, and arrangement of various company meetings and activities; responsible for the company's external liaison work;
IV. Oversee the Office, and be responsible for the annual inspection of the labor union, labor relations, publicity, company restructuring, business license, qualification certificates, and other relevant documents.
V. Responsible for supervising the implementation of matters decided at the General Manager's office meetings; responsible for completing other tasks assigned by the General Manager.
Responsibilities of the Chief Engineer
I. Under the leadership of the General Manager, be responsible for production, quality and safety, and contract management.
II. Responsible for organizing and supervising the company's quality management system related work. Assist the General Manager in establishing the company's quality assurance system, production safety system, environmental health assurance system, etc.
III. Responsible for presiding over the company's technical management work, and approving construction organization designs and related technical documents.
IV. Organize the formulation of quality objectives to be achieved for unit projects, and formulate and implement corrective and preventive measures to ensure the achievement of quality objectives. Participate in and review quality control measures for various sub-projects and unit projects.
V. Review and approve technical documents for company environmental protection, employee health, and safe construction, and supervise their implementation.
VI. Preside over and review bidding documents and contract management work. Review the signing of internal and external contracts by the company.
VII. Conduct technical position training and assessment for various engineering and technical personnel. Participate in employee performance evaluation.
VIII. Review the company's technical quality, and assist the General Manager in formulating and implementing annual work objectives.
IX. Oversee the Engineering Department, Quality and Safety Department, and assist in managing the Business Development Department.
X. Complete other tasks assigned by the General Manager.
