Since 2024, Shaanxi Sanhe Construction Engineering Co., Ltd. has earnestly implemented General Secretary Xi Jinping's important discourse on production safety, consistently adhered to the policy of "safety first, prevention foremost, and comprehensive governance," consolidated production safety responsibilities, strengthened the foundation for safe development, effectively prevented production safety risks, and taken multiple measures to further enhance quality and safety management levels.
Improve management systems and consolidate safety responsibilities. At the beginning of the year, the company revised and improved regulations such as the "Production Safety Responsibility System," organized departments, responsible leaders, and principal leaders to sign "Production Safety Target Responsibility Letters" at each level, implemented hierarchical management and control of safety risks, established a three-level risk pre-control network for projects, departments, and the company, clarified safety responsibilities, consolidated safety responsibilities, and built a good pattern of "responsibility at every level, everyone responsible, each fulfilling their duties, and joint management."

Consolidate the dual control mechanism and strengthen the safety defense line. Identify risk points throughout the entire process and all elements, implement a list of risk control responsibilities, strengthen control measures, and effectively move the safety risk gateway forward; strengthen hidden danger investigation and rectification, carry out a "zero-out" action for major accident hidden dangers, deal with problems seriously, issue hidden danger rectification notices, establish a hidden danger database, dynamically track effectiveness, implement a punishment mechanism, and achieve the expected goal of "two hundred percent" for "risk identification rate and hidden danger rectification rate."

Strengthen education and training to enhance safety awareness. Organize safety training and education from multiple aspects such as laws and regulations, emergency management, and risk control to improve personnel's production safety professional capabilities. Vigorously carry out "Safety Production Month" publicity and education, organize various series of activities such as "Safety Knowledge Quiz Competitions" and "Safety Benchmarking Exchanges," integrating safety and quality work into work and study, and into corporate culture.

Implement assessments and evaluations to improve management efficiency. Various safety and quality assessment and evaluation activities are carried out throughout the year. First, quarterly construction log evaluation activities are organized to commend employees who submit excellent logs, fostering a good competitive atmosphere of learning from and catching up with each other; second, at year-end, all ongoing projects are covered, and comprehensive quality, safety, and civilized construction assessment and evaluation activities are carried out, selecting excellent projects for commendation and rewards, and promoting best practices throughout the company to effectively improve construction site management levels.
